Go to Tinypic.com, hit the "Browse" button, find the picture, and where it says "Tags", just type something random, then hit "Submit", and select the IMG code for forums.

PS: Make sure your image is saved as .PNG or .GIF! The image I made was an example of what would happen if you saved it as .JPEG or .BMP.
